Addition system to prevent the decay of the bases when the property was not bought

- Automatic removal of lock code in the property

- Added command to reload the lock code whitelist

- When a player buys a property team members can be automatically added to all doors

- Added permission for a player to create properties

- Added permission for administrators to view all properties

- Adding new content in config files
